Why the two columns disagree

They measure different populations. The fair-market column tracks what units cost people who moved recently — close to what you would face apartment-hunting today. The Census column is the median across all current renters of that size: households years into a lease at yesterday's rates, and households in subsidized units (public housing, vouchers) who report only the share they themselves pay. Both of those pull the Census medians below the market — the longer a city's tenants stay put and the more subsidized stock it has, the bigger the gap.

The bedroom-level "average rents" you see on listing portals come from each portal's own current inventory: unaudited, unpublished as data, and skewed toward whatever happens to be listed that week. Rather than launder a number like that — or scale one up from an estimate and present it as observed — this page keeps to the two measures a source actually publishes. The honest bracket for a market hunt today: a given size's fair-market figure marks the area's 40th percentile including utilities, and the all-size market rate of $2,132 tells you where Skokie sits overall — a 1-bedroom typically below that figure, a 3-bedroom above it.
